What is the Mobility Package?
Adopted in 2020, the "Mobility Package" is a set of European texts reforming road transport. Regulation (EU) 2020/1054 notably amended Regulation 561/2006 on driving and rest times, with concrete changes for organising routes and crews.
The major changes
- Weekly rest in the cab banned: the normal weekly rest (45h) may no longer be taken in the vehicle; the employer must provide suitable accommodation.
- Driver return: the carrier must organise work so the driver can return home or to the company base regularly (every three to four weeks depending on the case).
- Vehicle return: lorries must return to an operational centre in the state of establishment at regular intervals.
- Smart tachograph: accelerated rollout of the second generation to ease checks.
Why it changes planning
These rules aren't only social: they constrain crew and vehicle rotation. A long-distance route must now build in out-of-cab rest and periodic returns. Ignoring these points invites penalties and unrealistic schedules.
